Los abajo firmantes, afectados por la hepatitis C, deseamos en este día, hacer llegar a la opinión pública y a las Autoridades responsables de la salud pública sobre las condiciones que nos afectan, para que su divulgación pueda servir para frenar la creciente expansión de la enfermedad y para que quienes tienen la competencia adopten las medidas conducentes a la solución definitiva de la enfermedad que nos aqueja.
¿Por qué nuestro reclamo?
Más de 200.000.000 de personas en el mundo están infectadas por la hepatitis C (HCV) y la mayoría no lo sabe. La hepatitis C generalmente no presenta síntomas, por eso se la llama la "enfermedad silenciosa". El virus C (H.C.V) destruye lentamente células hepáticas y puede, con el transcurso de los años, producir cirrosis o cáncer hepático.
La hepatitis C se transmite cuando se produce un contacto entre sangre sana con sangre infectada por el virus C (transmision vía parenteral), como puede resultar por no adoptar medidas de asepsia adecuadas para la hepatitis C; han ocurrido transmisiones en el ámbito de la Sanidad pública y privada, mediante transfusiones y/o utilización de hemoderivados para el tratamiento de otras enfermedades, así como también por compartir jeringas, en centros odontológicos, lugares de aplicación de piercings y tatuajes, podólogos, etc.
La hepatitis C, debido a su característica de ser una enfermedad mayormente asintomática, suele ser diagnosticada de manera fortuita en controles médicos de empresas, en las donaciones de sangre o en análisis prescritos por facultativos en búsqueda de otras patologías.
Quizá por la fecha relativamente reciente del descubrimiento del virus C (año 1989) y por la propia complejidad de la función hepática, no todos los profesionales de la medicina están capacitados para el adecuado tratamiento de la enfermedad, y así sucede que o bien se le restan importancia, con las consecuencias negativas que tal actitud puede acarrear, o, por el contrario, aconsejan a los afectados pautas de comportamiento erróneas, lo que contribuye a incrementar el estado de depresión que genera la propia enfermedad y a intensificar el sentimiento de soledad en que viven muchos de los afectados.
Para paliar estos y otros problemas que hacen que la hepatitis C se esté extendiendo rápidamente entre la población exigimos de las Autoridades sanitarias:
1- Campañas de divulgación para conocimiento y prevención de la hepatitis C, promoviendo la detección temprana de la enfermedad, dando a conocer públicamente los grupos en riesgo de estar afectados.
2-Formación de los médicos de atención primaria en el conocimiento genérico de esta enfermedad, siendo éstos el primer eslabón de la cadena para la detección y una adecuada orientación al paciente.
3- Inmediata prueba de marcadores hepáticos en el caso de transaminasas elevadas o de síntomas que hagan sospechar la existencia de la enfermedad.
4- Inmediata prueba de marcadores hepáticos y anti C a quienes estén comprendidos en grupos en riesgo para esta enfermedad.
5- En caso positivo, atención inmediata por médicos especializados.
6- Entrega a los pacientes, como práctica generalizada, de la documentación relativa a pruebas realizadas y análisis prescritos, historia clínica.
7- Seguimiento integral multidisciplinar de los afectados por los problemas psicológicos y físicos que puedan derivarse de esta enfermedad o bien de las consecuencias producidas por efectos secundarios del tratamiento para la hepatitis C.
8- Reconocimiento por parte del Estado del carácter crónico de la hepatitis C a todos los efectos, tanto laborales como sociales.
9- Que la co-infección HCV/HIV (Sida) incluya los mismos derechos que aquí pedimos, sumados a la urgente investigación de métodos más efectivos de tratamiento y la adecuada información temprana.
10- Reconocimiento del 19 de mayo como Día Mundial de la Hepatitis C por la Organización Mundial de la Salud, día específico para que se intensifique el trabajo en las soluciones de la problemática de esta enfermedad de acuerdo con las necesidades de cada país.
Hasta aquí puntos de coincidencia internacional.
En Argentina, los reclamos comunes internacionales y los puntos que se piden a continuación para nuestro país, podrían encontrar solución si las autoridades sanitarias impulsaran la creación de un “Programa Nacional de Hepatitis Virales”
11- Control obligatorio de la sangre en todos los centros de donación por métodos de biología molecular que reducen el período ventana (Transmision) de 90 días a 11, exigimos que su utilización sea obligatoria en todos los bancos de sangre del país.
12- Aplicación inmediata de la terapia Interferón pegylado + Ribavirina, o cualquier otra que resulte efectiva en el tratamiento de la enfermedad, respetando absolutamente la indicación médica. Aclarando que el único tratamiento parcialmente efectivo hoy para tratar el HCV en la co-infección es el Interferón Pegylado + Ribavirina.
13- Entrega en tiempo y forma solicitada por el médico de los medicamentos específicos para el tratamiento de la hepatitis C, ya sea por parte de las autoridades sanitarias, Obras Sociales o Seguros de Salud. Hecho que hoy se cumple solo en algunos casos con el consiguiente agravamiento de la enfermedad. Medicación continuada.
14- Reconocimiento del 100% a cargo tanto de la autoridad sanitaria como de cualquier Obra Social o Seguro de salud en todos los estudios de diagnóstico indicados al paciente de HCV por su médico especialista (ej.: genotipo, carga viral, etc. pre intra y post tratamiento).
15- Reconocimiento del 100% a cargo tanto de la autoridad sanitaria como de cualquier Obra Social o Seguro de salud de los medicamentos que se le indiquen al afectado de hepatitis C por prevención, daños y complicaciones derivadas de la enfermedad o del tratamiento indicado (ej: eritropoyetina, ácido ursodesoxicólico, vacuna para hepatitis B, etc.)
16- Urgente provisión de reactivos a todos los Hospitales públicos y Centros de salud para la detección de HCV y para la cuantificación de la carga viral y genotipo, estos últimos son determinantes para la realización del tratamiento.
17- Equiparación de servicios de salud -Que las pequeñas ciudades, pueblos y parajes accedan fácilmente al mismo tipo de atención especializada que se brinda en las grandes ciudades, igualdad de oportunidades en salud que hoy falla en importante cantidad de casos.
18- Dada la alta demanda de trasplante hepático que produce el virus HCV, pedimos se optimice el sistema de donación para disponer de la cantidad de órganos para trasplante necesaria actualmente, y la que puede estimarse a futuro inmediato dada la prevalencia del HCV en Argentina y dado los importantes índices de detección que continúan creciendo.
En el Día Mundial de la Hepatitis C , queremos alzar nuestra voz para denunciar ante los Gobiernos y mandatarios de todos los países, así como ante la Organización Mundial de la Salud, las carencias que sufrimos los afectados por el H.C.V, a fin de que se promulguen normas encaminadas a la resolución de las necesidades que han quedado señaladas.
